Job Description

PROGRAM ANALYST – Williston, VTAlutiiq is seeking a Program Analyst (PA) to support our contract with the Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI). The PA reports to the Alutiiq On-Site Supervisor and provides on-site security program and compliance support to OSI Field Security related programs.

Duties and Responsibilities:

  • Provide a monthly status report summarizing support of various construction, renovation, and Electronic Security System (ESS) projects; and reports for every trip made in support of Facility Physical Security Support projects and initiatives.

  • Create subject-specific documents and reports, such as subject reports, subject summaries, and subject timelines.

  • Create reports and briefs (non subject-specific), as needs are identified, on a periodic and as-needed basis.

  • Draft responses to inquiries from various OSI constituents.

  • Conduct analysis and develop concepts in support of program requirements.

  • Support the facilitation of studies and preparation of impact statements, evaluate program development, and collect project data and documentation.

  • Support the preparation of draft technical reports, briefs, and papers that support field and physical security program initiatives.

  • Support the coordination of agency wide deployment of Homeland Security Presidential Directive-12 (HSPD-12) compliant infrastructure.

  • Conduct site surveys to document and assess the facility security of USCIS operating locations in compliance with HSPD-12 and other USCIS established field or physical security program initiatives.

  • Monitor Significant Incident Reports (SIR) and update the SIR tracking log. Provide updates and analysis.

  • Coordinate with the Regional Field Security Team and regional Field Security Managers to monitor and track regional projects, obtain project status reports, and ensure compliance with Security Program requirements.

  • Maintain databases, web content, records, or other files as needed.

Required Skills

  • US Citizenship is required in accordance with contract security requirements

  • Ability to obtain/maintain Secret clearance eligibility and favorable pre-employment USCIS Entry on Duty (EOD) and Suitability Determinations

  • Successful completion of drug screening and pre-employment background investigations with results allowing for continued consideration for employment

  • Bachelor’s Degree in Criminal Justice, Business Administration/Management, or related field, or a High School Diploma

  • Strong analytical skills regarding security operations

  • Demonstrated ability to produce detailed and independent written correspondence in order to communicate policy requirements

  • Excellent customer service, oral and written communication skills

  • Strategic planning, prioritization, organizational skills and attention to detail

  • Ability to think logically and work effectively within group settings

  • Demonstrated ability to work independently with minimal supervision; but within a team environment

  • Ability to receive general guidance and instructions from a supervisor or via established standard operating procedures, and act upon them with minimal supervision

  • High level of proficiency in Microsoft Word, Excel, PowerPoint, and experience with database software applications.

  • Excellent typing skills and professional telephone and e-mail etiquette

Required Experience

  • Four (4) years of work experience relevant to the duties and responsibilities of the position
